MINUTES OF THE MEETING HELD
11th January 2022

During the public session the following matters were raised:
- Publicity for events etc in the village – a village Facebook page was suggested; the Clerk advised that the Council had a website but it relied on people sending her information to upload. Cllr Tucker had done a newsletter in the past, but again the issue was trying to get content to put in it. It was felt that a volunteer was needed from the village to take on and manage an information Facebook page.
- Access to defibrillator – it was reported that the Emergency Services did not have the defib at the Wheel Inn registered – Clerk to action.
- Date for Jubilee Street Party – nothing yet decided – a couple of members of the public volunteered to help.
- Beck Lane road surface – to be reported, numerous potholes and mud covering.
- Allotments account – could money be used to help villagers struggling – to be agenda item at the next meeting.
- Lorries cutting down Beck Lane and damaging verges, was there not a weight limit – Clerk to ask LCC.
- Could the mobile speed vehicle be brought into the village – Clerk to contact Road Safety Partnership.
68 APOLOGIES
Apologies and valid reasons for absence were received and approved from Cllr Williams.
69 DECLARATIONS OF INTEREST
Cllrs Holiday and Tucker declared personal interest in agenda item relating to allotments as both were allotment holders.

It was resolved that these be signed by the Chairman as a correct record.
71 UPDATES
Minute 66 – Salt bag to be delivered in January; various blocked drains reported.
72 FINANCIAL
Accounts – It was resolved that the following accounts be paid by BACS:
Clerks salary & PAYE (Dec/Jan) £283.22
Caretakes salary & PAYE (Oct/Nov/Dec) £328.11
It was noted that cheque for £77.42 had been received for Wayleave, to be allocated to the Allotments heading.
Budget 22/23:
It was noted that a member of the public was keen to donate a bench under the Help for Heroes banner.
Discussion on whether to increase precept followed, and it was resolved that the precept request remain at £4508 for this year but will probably be increased in 23/24 year.
73 JUBILEE
Cllr Holiday is to arrange a meeting shortly with volunteers and then a date for the event to be agreed. It was noted that bands and groups were getting booked up.
74 CAR PARK VILLAGE HALL
The Clerk had written to Pells and Smiths, to contact them again.
75 RESILIENCE GROUP
Cllr Tucker updated members as much as he could, he was finding it frustrating and difficult to move things along with the Emergency Planning Team/ELDC and LCC. He has ceased the Covid related Newsletter as there was sufficient information in the public domain already; those who needed assistance were still being helped by the Group. The original concept was to prepare an Emergency Plan for the village, but he felt this was likely to be centralised in the future and the original ideas were overtaken by Covid. He then announced that he was stepping down from the Resilience Group, and tendered his resignation from the Parish Council.
Cllr Eyre congratulated Cllr Tucker for what he had done in the Resilience Group and to date on the Emergency Plan.
Cllr Tucker’s resignation was noted and as such he then left the meeting.
Clerk to inform Returning Officer.
76 GROUNDS CONTRACT
This is due for renewal from April 2022, members had nothing to add to the existing contract and the Clerk is to send that contract out to three contractors inviting tenders back in time for the next meeting.
77 ALLOTMENT RENTS
It was agreed that the current rent of £8 per year remain. There were 7 plots not let, and Cllr Holiday felt these would soon be taken up and clearing them was not required at present.
78 PLANNING
There were no applications.
Decision N199/2018/21 – Swallowbeck – store. Conditionally approved (to be in accordance with plans; only for store and re-fitting in connection with business; materials as approved). This was noted.
79 CORRESPONDENCE

There were no general matters raised.
