MINUTES OF THE MEETING HELD
9th NOVEMBER 2021

During the public session Cllr Eyre (ELDC) gave a brief update on progress with the ELDC move to Horncastle.
An update was given on the Village Hall activities – the Christmas Fayre has had to be postponed until early in the New Year; toilet windows in the hall needed to be replaced and quotes had been requested for this and to look at the fencing; new chairs to be purchased.
Allotments – the adjoining farmers hedge had been cut and some debris fallen onto allotment plots.
Queens Jubilee – Sewing Group making bunting.
56 APOLOGIES
Apologies and valid reasons for absence were received from Cllr Bradley, and these were accepted.
57 DECLARATIONS OF INTEREST
Cllrs Holiday, Williams and Tucker declared personal interests in agenda item 8 as allotment holders.
58 MINUTES OF THE MEETING HELD 28TH SEPTEMBER 2021
It was resolved that the Chairman sign the minutes of that meeting as a correct record.
59 UPDATES
Minute 51 – LCC were looking into the possibility of painting speed limits on the roads into the village.
60 FINANCE
It was resolved that the following accounts be paid:
Clerks salary & PAYE (Oct/Nov) £283.22
Welton Garden Services (Sept/Oct) £ 54.00
61 QUEENS JUBILEE
Cllr Holiday offered to do some fliers after Christmas to publicise the event, and is working with the Village Hall group. A disco could be arranged, query and discussion on how many days to hold the event, and on the road closures needed.
It was agreed not to purchase and light a beacon.
Cllr Tucker is doing a parish newsletter before Christmas and could include any Jubilee information.
62 VILLAGE HALL CAR PARK
After discussion it was agreed that the issue of the uneven surface on the parking area inside the gateway needed resolving. It was resolved to obtain 2 or 3 (if possible) quotes on resurfacing the area and in the meantime to purchase two signs warning of uneven surface.
Cllr Tucker put forward the idea of turning the car parking area into a community garden, or installing electric vehicle charging points.
63 ALLOTMENTS
The condition of the unused plots and whether they needed spraying off was discussed, and it was agreed that nothing needed doing at this time.
Discussion on whether to include some grass cutting at the allotments on the annual grounds contract followed, and it was agreed to look at this in January when the contract was to be discussed. Allotment rents to be reviewed in January.
64 PLANNING
There were no applications or decisions to date.
Application at the Quarry for offices had been withdrawn.
65 CORRESPONDENCE
Lincolnshire Travel Survey (circulated by e mail)
66 ANY OTHER MATTERS FOR GENERAL DISCUSSION OR INCLUSION IN NEXT AGENDA
The council’s salt bin outside Hanby Lane properties needed filling, members agreed to look at filling this when the LCC salt arrived.
It was agreed to dispose of two benches opposite the Village Hall.
It was agreed that the blocked drains on Gunby Road and into the village be reported, along with the possibility that the pipe underneath had collapsed, LCC to be contacted.
