MINUTES OF THE MEETING HELD
6th JULY 2021

It was agreed to add a note to the Village Hall newsletter regarding the current vacancy on the Council.
Cllr Eyre updated members on the possible merger with South Holland and Boston Councils.

18. DECLARATIONS OF INTEREST

19. MINUTES OF THE MEETING HELD 25TH MAY 2021
It was proposed, seconded and resolved that the Chairman sign the minutes of the meeting held 25th May 2021 as a correct record.
It was noted that Cllr Broughton had left the Council by default and the vacancy advertised.
20. FINANCE
a) It was proposed, seconded and resolved that the following accounts be paid by BACS:
Clerks salary & PAYE (June) £141.61
Caretakers salary & PAYE (Ap/May/June) £328.12
Welton Garden Services (May) £ 60.00
b) It was proposed, seconded and resolved that Cllr Holiday be added as a bank signatory and Cllr Broughton be removed.
21 LITTER PICK
After discussion it was agreed to combine a litter pick and path clearance session and the date of 10th October was agreed.
It was also proposed, seconded and resolved that the Council purchase 6 litter pickers to be stored in the shed at the village hall for use.
22 PLANNING
There were no applications or decisions to note.
23 COPSE
Cllr Holiday advised he had strimmed a pathway through the Copse. There were the remains of 2 picnic benches in there, and it was agreed these should be dismantled, with a suggested use of making a “bug hotel” from the remains.
Cllr Tucker had hoped to get a community group together to make more use of the area but it was agreed the lack of young people in the village to be involved would be a problem, and this idea was shelved for the time being.
24 JUBILEE 2022
The weekend in July 2022 when the Queen celebrates her jubilee is to be a Bank Holiday. It was agreed that a street party would be a good idea for the village, and that a joint working party be set up with members of the council and the village hall. Members encouraged to look at various options available on the official street party website.
25 BURNING OF WASTE
Cllr Holiday was concerned at the dumping of waste at a site in the village, previously several fridges had been dumped but he noted these had been removed. As this was a private lane it was agreed that the issue be monitored and if Cllr Holiday had any concerns about the materials being dumped he would contact ELDC.
26 DOG FOULING SIGNS
It was agreed to purchase 5 “no fouling” rigid signs for use in various locations in the village.
27 PLATE FOR SPEED DEVICE
It was proposed, seconded and resolved that a new mounting plate be purchased for the shared speed device, to be sited on the pole at the Village Hall.
Discussion followed into the merits of the Council purchasing a second sign as well as keeping the 50% share in the sign with Willoughby Parish Council.
It was also resolved to purchase 200 x 30mph wheelie bin stickers.
28 CORRESPONDENCE
LIVES update – Chair took
Letter from police advising on spending review, and noting that PCSOs would not be available to attend parish council meetings on a regular basis.
29 ANY OTHER MATTERS/NEXT AGENDA
There were no further matters, or matters to add to the next agenda.
30 DATE OF NEXT MEETING
It was agreed that the Annual Parish Meeting be held immediately before the next meeting, scheduled for 17th August 2021.
