MINUTES OF THE MEETING HELD
28th SEPTEMBER 2021

During the public session members were informed of the upcoming Village Hall meeting on 19th October, when they would discuss the Jubilee and hope to form a working party with members of the parish council, village hall and any public wishing to join.
A new tenant wished to take on an allotment plot, but possibly not until spring 2022. Provisionally agreed that the tenant could clear the plot over winter if wished.
Risk Assessment done for the litter pick, Cllr Tucker will do another newsletter to ask for volunteers for litter picking and path clearing.

There were none.
43 DECLARATIONS OF INTEREST
Cllrs Holiday, Williams and Tucker declared personal interest in any allotment discussions.
44 MINUTES OF THE METING HELD 17TH AUGUST 2021
It was resolved that the chairman sign the minutes of the meeting held 17th August 2021 as a correct record.
45 UPDATES
The litter pick hoops had arrived, and the backing plate to be fitted to the pole outside village hall also arrived.
Letters sent to Cllr Davy re: footpaths and MP re feasibility study for opening railway sent, no responses to date. Discussion on the merits of a feasibility study and opening the old railway line followed.
46 FINANCE
It was resolved that the following accounts be paid by BACS:
Clerks salary & PAYE (September) £141.61
Reimburse Clerk for litter hoops £ 41.94
Caretaker’s salary (July, Aug, Sept) & PAYE £328.12
47 QUEENS JUBILEE
It was agreed to wait and see what transpired following the Village Hall meeting.
48 PICNIC TABLE
After discussion it was agreed to postpone purchasing a new table for the copse.
It was also agreed to remove the rotten bench opposite the Village Hall and look to replace as part of Jubilee celebrations.
49 VILLAGE HALL CAR PARK
Cllr Holiday was concerned at the breaking up of the surface of the car park and whether this would constitute a trip hazard, Clerk to find out if putting signs to warn people would be an admission of liability.
Agreed members would look at the issue in daylight and see if re-surfacing was required.
50 RESILIENCE GROUP
Cllr Tucker updated members, he had been in contact with Steve Eason-Harris with the possibility of resurrecting the original purpose of the group and the Emergency Plan. He will contact existing volunteers to see if they are still interested and update at the next meeting.
51 SPEEDING
Cllr Attkin felt there would be no benefit from purchasing a second speed device, Clerk to contact LCC to ask if speed limits could be painted on the road surface.
52 PLANNING
There were no applications
53 CORRESPONDENCE
Clerks and Council Direct (noted)
Clerk advised having been contacted by HMRC to inform her that the account details were incorrect on the VAT return and was asked to give details over the phone. She refused and agreed that the original claim be cancelled and she would submit a fresh claim through the Gov website.
54 ANY OTHER MATTERS/ NEXT AGENDA
Cllr Tucker muted the idea of raising the allotment rents to cover the cost of spraying weeds on the unlet plots and the communal area. It was agreed this be discussed fully at the next meeting. Clerk advised of the amount in the allotment account which could be utilised.
Cllr Holiday was concerned at the overgrowing hedge across the Beck Footpath, he will speak with owner.
