MINUTES OF THE MEETING HELD

25TH MAY 2021

BEING THE ANNUAL COUNCIL MEETING

Cllr Eyre updated members on the position regarding ELDC purchase of new headquarters at Horncastle which was progressing.

 

1.            ELECTION OF CHAIRMAN

                It was proposed (Cllr Bradley), seconded (Cllr Tucker) and resolved that Cllr Attkin be appointed as Chairman of the Parish Council for the forthcoming civic year.  Cllr Attkins accepted, and thanked the outgoing Chairman for his work over the past years.

2.            CHAIRMANS ACCEPTANCE OF POSITION

                The Chairman signed the acceptance of position, which was countersigned by the Clerk as Proper Officer.

3.            ELECTION OF VICE CHAIRMAN

                It was proposed (Cllr Bradley), seconded (Cllr Tucker) and resolved that Cllr Holiday be elected as Vice Chairman for the forthcoming civic year.

4.            APOLOGIES

                No apologies had been received from Cllr Broughton, and as no apologies had been tendered for the meetings held 22nd September and 3rd November 2020, it was agreed that the 6 month rule should apply.  Clerk to write to Cllr Broughton.

5.            DECLARATIONS OF INTEREST

                Cllrs Holiday, Tucker and Williams all declared a personal interest in item 14 as nearby allotment holders.

6.            MINUTES OF THE MEETING HELD 3RD NOVEMBER 2020

                These were approved as a correct record, and the Chairman signed the minutes.

7.            TO RATIFY ACTIONS TAKEN SINCE LAST MEETING

                It was proposed, seconded and resolved that the expenditure in January 2021 be ratified and agreed, being:

                It was proposed, seconded and resolved that the following accounts be paid:

                The Clerk confirmed having received £76.64 in Wayleave for the allotments, which is ringfenced as allotment income.

 

 

                b)            Year End Accounts 2020 / 2021 – these had been circulated and noted.

                                It was proposed, seconded and resolved that the Chairman sign the audit forms.

9.            VILLAGE ISSUES

                Cllr Tucker updated members on the work of the resilience group during the pandemic – volunteers had carried out shopping and prescription collections for vulnerable/shielding or isolating residents during the height of the crisis.  The grants received from LCC and ELDC had been used towards the costs of newsletters, information, identity equipment and the residue would be put towards purchasing equipment and secure storage for the Resilience Group for any future incidents and emergencies.

10           LITTER PICK

                It had been planned for a village litter pick in early 2020, under the heading of local resident “Charlies Litter Pick” but this had to be postponed due to Covid. 

                Currently the verges are overgrown and it is difficult to see to collect litter and it was therefore agreed to look at organising village litter pick along with footpath clearing on Gunby Road at the end of Autumn (November).

11           PLANNING

                There were no applications to discuss.  The following decisions were noted:

                1175/20- Swallowbeck – Change use outbuildings to vehicle body workshop.  Conditionally approved (to be in accordance with plans; extract details for spray booth to be agreed; repair and maintenance of vehicles only; linked to occupants of Swallowdale).

                2334/20 – Erection of house, Adj  Westview.  Conditionally approved (to be in accordance with plans; archaeological survey required; sampls of materials to be approved; windows to be as on plan; landscaping scheme required; foul water disposal to be approved).

12           PURCHASE OF SALT/GRIT FOR GRIT BINS

                Cllr Holiday felt that the bins provided by LCC are filled by LCC, being those on Beck Lane and Rea Lane.  The one by the village hall and the one by the Council properties were provided by the Parish Council and should therefore be filled by the Parish Council.

                It was agreed that these be filled before the winter.

13           STREET FURNITURE

                Discussion on benches owned by the Parish Council followed and it was agreed to look at costs of a recycled material new bench. 

                Discussion on the condition of the picnic tables in the “copse” followed, Cllr Holiday advised that these were in poor condition.  There was concern as to whether they may cause injury, and Cllr Holiday agreed to look at and remove if likely.

14           COPSE ADJ ALLOTMENTS

                This area was originally allotments, but the Parish Council re-vamped the allotments and the area was left as a wildlife area with trees.  Cllr Holiday cuts through the area to keep the permission path clear.  Cllr Tucker wondered if this could be opportunity to create an area to be enjoyed by all residents in the village.  Members to consider what could be done and whether it could be promoted as another footpath.  To be on next agenda.

15           GROUNDS TENDER

                It was agreed that as the date for renewal fell during the pandemic, the tender be extended for a further year, and members would look at any additional areas that may need to be included ready for re-tendering in early 2022.

16           ANY OTHER MATTERS FOR GENERAL DISCUSSION OR INCLUSION IN NEXT AGENDA

  • Cllr Tucker felt the remaining funds in the Resiliance Group should be used for provision of secure cabinet in the Village Hall and any requirement equipment for future emergencies.  It was agreed that the funds be used in this way.
  • Cllr Holiday raised concerns at recent activity on nearby land which included burning of unsuitable waste – to obtain evidence and site plan for reporting to next meeting.
  • Clerk had received a request to have more dog fouling signage, to obtain prices.
  • Members thanked the outgoing Chairman for his work over the last years.

17           NEXT AGENDA

                This was agreed as 6th JULY 2021.

                It was agreed to look at holding Annual Parish Meeting in August/September due to uncertainty over numbers permitted in the village hall at present.
