MINUTES OF THE ORDINARY COUNCIL MEETING
HELD 25th February 2025

The Chairman and the Council congratulated Mr & Mrs Faulkner-Smith on their recent wedding; and also congratulated Cllr Tong on his “significant” birthday.
A request from the Village Hall to add to the next agenda – extension to village hall kitchen.
Potholes on Beck Lane were again brought up, Clerk to report again on Fix My Street.

There were none.
87 DECLARATIONS OF INTEREST
Cllr Holiday declared a personal interest in item 7 – allotments as a holder.

It was resolved that these be signed by the Chairman as a correct record.
89 UPDATES
Cllr Crome had spoken to the builders regarding parking on the pavement.
90 FINANCE
a) Accounts for payment:
Clerks salary & PAYE (Feb) £151.00
Clerks expenses (April – March) £ 17.60
Lincsprint (banners) £ 60.00
Strawsons – Christmas trees – paid following the last meeting £ 31.01
b) It was resolved that the remaining funds from the Covid Grant be paid to the Village Hall for their Warm Space following this meeting. The sum of £430.23 to be transferred.
91 VILLAGE HALL HIRERS AGREEMENT
Cllr Tong reported on this, a new hirers agreement has been drawn up and make clear the terms of hiring the hall. Cllrs Tong and Hardcastle are trustees of the charity responsible for leasing the premises and, along with a representative of the Village Hall Committee, will be looking at the legal status of the charity to make responsibilities for the group and trustees clear.
92 ALLOTMENTS
a) Orchard – Cllr Holiday updated members on the planting of the 24 fruit trees received as part o the Kings Coronation fund. Thanks to Cllrs Tong and Williams and a member of the public who all assisted.
b) National Allotment Association – It was agreed that the Parish Council would not join as the Council’s existing insurance covered for volunteers working with the Council on matters such as the orchard planting.
c) Other Allotment Matters – Cllr J. Faulkner-Smith asked for an agenda item on the next agenda to look at the future of the allotments and the terms of the charity.
93 ANNUAL PUBLIC (PARISH) MEETING
This was set previously at 8th April. Mr Andy Roberts had been invited to come along and talk about the impact on the village and surrounding area of the pylons and associated projects. It was agreed to provide refreshments. Meeting to start 7pm.
94 CORRESPONDENCE

95 PLANNING
a) There were no applications other than Misty Meadows (see below)
b) There were no decisions
c) Misty Meadows. An application had been received to vary conditions 2 & 4 on the 2018 application (relating to site layout and landscaping. Reference N199/239/25. It was agreed to discuss this application, and following discussions it was resolved to object to the application as below:
Welton le Marsh Parish Council are very concerned at this proposed Section 73 application, and the information shown on the site layout plan. The Parish Council believe the layout of the road shown on the plan is incorrect, there are other cabins on the site not shown on this plan and the units shown do not appear to be accurate in size or location. For these reasons the Council object to this variation of condition until an accurate plan showing exactly what is on site, their locations and what is to remain is provided.
96 ANY OTHER MATTERS
Concern at a car permanently parked on the grass verge – Clerk to check with County Highways.
