MINUTES OF THE ORDINARY COUNCIL MEETING
HELD 12th November 2024

During the public session there was an update on forthcoming Village Hall events, a report on the work undertaken to date including the asbestos check carried out. Builders have almost completed the work, new doors to be fitted with new locks and keys, carpets to lay. A question was raised regarding siting of “No Pylons” banners and concern that this may have adverse effect on the village. Question also on progress on Misty Meadows enforcement.
59 APOLOGIES
Apologies and valid reasons for absence were received from Cllrs Tong, Cladingbowl and Faulkner-Smith, and these were accepted.
Cllr Davie (LCC) also sent his apologies.
60 DECLARATIONS OF INTEREST
Cllr Holiday declared a personal interest in allotment matters (agenda item 7)
61 MINUTES OF THE MEETING HELD 1ST OCTOBER 2024
It was resolved that the Chairman sign these as a correct record of that meeting.
62 UPDATE FROM THAT MEETING
Minute 46 – Christmas tree lights have been purchased, Cllr Holiday’s contact details given to Strawsons Trees to collect 2 x 3’ Christmas Trees end of November/beginning December. He would then install trees and lights at the Village Hall.
Minute 47 – Litter Pick – due to inclement weather the litter pick itself did not go ahead, however the footpath on Gunby Road was cleared.
Minute 50 – Cllr Williams liaised with Willoughby councillor and has fitted the speed device to the pole outside the village hall.
Minute 50 – Clerk received update on enforcement on Misty Meadows – officers looking at best way to carry this out and would keep the Parish Council updated.
63 VILLAGE HALL IMPROVEMENT WORKS
The majority of the works have been carried out. Works were undertaken in accordance with the Asbestos report. Clerk advised the Council’s insurers of the works.
64 FINANCE
a) Accounts for payment. It was resolved that the following be paid:
Clerks salary & PAYE (October/November) £333.82
R. Aldrich grounds £ 96.00
Reimbursement Clerk Christmas tree lights £ 31.98
Reimbursement Clerk Christmas light batteries £ 8.00
(see item b re: Asbestos survey approval)
The Clerk was authorised to pay Strawsons for the Christmas trees upon receipt of invoice – approximately £27.00.
b) Cost of Asbestos Survey. It was resolved that the Parish Council would cover
the cost of the survey as owners of the building. The Clerk was authorised to
reimburse the village hall to the sum of £385.00.
c) Provisional Budget/Precept requirement
Members considered the provisional budget and will contact the Clerk should
any figures require amendment prior to approval at the January meeting.
65 ALLOTMENT MATTERS
Cllr Holiday has spoken with tenant regarding the excessive equipment, tenant slowly clearing the plot. The ground area for the proposed Orchard is being cleared ready to accept the trees.
66 CONSIDERATION OF PROVIDING EV CHARGING POINT AT VILLAGE HALL
After due consideration and having regard to the limited amount of parking, the need to check capacity of electricity supply from Village Hall and the potential costs it was resolved not to proceed with this any further.
67 GRASS CUTTING CONTRACT
Members agreed to remove the requirement to strim footpath 375 from the contract. With that amendment the contract is ready to go to tender in January 2025.
68 NO PYLONS BANNERS
After discussion it was resolved to purchase 2 x No Pylons banners in the same style as existing banners in nearby parishes. Whilst it was appreciated that the pylons themselves would not impact the main residential area of the village, there was the potential eyesore of the largest pylons in the country, the need to support surrounding parishes and County Council in their campaign against such infrastructure and the potential impact on roads due to construction traffic. Clerk to arrange purchase.
69 SEXUAL HARRASSMENT AT WORK POLICY
The Clerk has circulated a policy and this was accepted.
70 PLANNING
There were no applications or decisions to note.
71 ANY OTHER MATTERS OR ITEMS NEXT AGENDA
Concern at an access being made onto Gunby Road from adjacent building site – Councillor to speak with owner to see if this was to be a permanent access.
Clerk to report potholes and general poor condition of Beck Lane
Defibrillator – to look at expiry date of pads.
Next Meeting – to look at re-use of existing Covid grant funds still held.
