MINUTES OF THE ORDINARY COUNCIL MEETING

HELD 2ND jULY2024

 

Present: Cllr Williams (Chairman); Cllrs Tong, Holiday;  Faulkner-smith & Cladingbowl

Mrs J. Cooper (Parish Clerk)

4 members of the public.

During the public session concerns were raised at hedges overgrowing the highway.

 

14          APOLOGIES

                Apologies and valid reasons for absence were received from Cllr Hardcastle, and these were accepted.

15          DECLARATIONS OF INTEREST

                Cllr Holiday declared a personal interest in agenda item 8 – allotments

16          MINUTES OF THE MEETING HELD 20TH MAY 2024

                It was resolved that these be signed by the Chairman as a correct record of that meeting.

17          UPDATES

                Minute 7 – Clerk had written to Environment Agency, Cllr Holiday confirmed that a team from Anglian Water had attended and cleared the pipes and repaired around the manhole.

                Minute 8 – Christmas tree brackets had been purchased, Cllr Holiday to liaise with Village Hall on location.

                Minute 9 – Clerk confirmed P. K. Littlejohn had recorded the Council’s exemption from audit.

                Minute 12 – Clerk chasing LCC for update on weight limit form Mill Lane.

18          VILLAGE HALL DRAINAGE

                Ajet had attended, spent some 3 hours clearing drains of roots, camera shows old clay pipes displaced and recommended cutter to finish any further roots and pipes to be lined.  Awaiting report. 

                The Council wished to record its thanks to Cllrs Holiday, Williams and Hardcastle for their efforts, and to the owner of the property which houses the Village Halls septic tank.

                Clerk to attempt to obtain a further quote for the work, however it is noted that one company contacted did not wish to do the work, Ajet were a local company and due to the urgency it was felt that in this case a swift decision and prompt was needed on grounds of public health and safety of Village Hall users. 

19          PAYMENTS

                It was resolved that the following accounts be paid:

                Clerks salary & PAYE (June/July)                                                        £333.82

                Caretakers salary & PAYE (April/May/June)                                 £453.00

                Reimburse Clerk for Christmas Tree brackets                          £  44.97

                AJET                                                                                                                     £369.00

 

 

20          POLICIES

                i.  Allotment Policy – Cllr Holiday produced and this was approved

                ii.  Allotment Inspection Guide – this was approved with amendment to point 1 to require tenants to maintain the plot number marker.

                iii. Personnel Policy – this was approved.

21          OUTSTANDING ALLOTMENT MATTERS

                Cllr Holiday will carry out a re-numbering exercise and arrange for plots to have number markers, with assistance from Cllrs Faulkner-Smith and Hardcastle.  Once done the tenants will be issued with new policies with their correct plot number, and a new plan produced.

                Discussion on weeds on unused plots, Cllr Faulkner-Smith volunteered to look at topping these back.

                BT had been to one of the poles and cut back part of the boundary hedge, which required blocking back up.

22          PLANNING

                a)  There were no applications

                b)  Decision – 537/24 – Extension Oaklands, Hanby Lane – conditionally approved (to be in accordance with plans; external materials to be as specified)

                There was no update from the Misty Meadows appeal.

23          ANY OTHER MATTERS/ITEMS NEXT AGENDA

                Concern at an apparently abandoned vehicle on Mill Lane grass verge.  Cllr Holiday felt he knew the owners and would contact them.

                Cllr Faulkner-Smith had been approached by new land owner regarding cutting back of hedge Gunby Road area, which would be carried out.

                Next Agenda

                Cllr Holiday would like to discuss the condition of definitive footpaths.

                This was set at Tuesday 13th August 2024 at 7pm

 

There being no further business the meeting closed at 7.50pm
