MINUTES OF THE COUNCIL MEETING
HELD 25th April 2023

During the public session information was given regarding the forthcoming Coronation Street Party, insurance and road closures were in place, bunting to be put up this weekend. Thanks were given to Mr & Mrs Williams for donation of a wheelchair; Village Hall Committee obtaining quotes for new toilets; community luncheons had been a success with thanks to those volunteers who had helped. Question was raised as to why an individual had not been interviewed as part of the inquiry process into complaints relating to the allotments (dealt with in Closed Session) and a question raised as to whether burning is permitted (current policy on allotments still in force until new policy agreed by Council). Note was also made of the potholes still awaiting repair on beck lane – Cllr Davies agreed to look into this.

It was resolved that the Chairman sign these as a correct record of that meeting.
122 UPDATES

123 UPDATE ON MISTY MEADOWS
The Clerk confirmed that there were no fresh applications to date. Clerk had written to ELDC asking for updates on the planning situation and gave a resume of the response:
- number of units – original planning permission was for 12 – 35 on site & Enforcement Officer instructed removal all but 12.
- Retrospective application invited to resolve breaches such as layout, landscaping, internal roads etc. Until such application submitted enforcement action in abeyance.
- Discharge of conditions – 3 year start complied with; to be in accordance with plans – currently in breach and awaiting revised application; foul water – discharged; landscaping – now in breach – awaiting new application; external colours of units – discharged; footpath at entrance – in breach awaiting new application; visibility splays – complied with; gates to be set back – complied with; footpath improvements – complied with; external lighting – in breach awaiting new application; holiday accommodation only – complied with.

125 CORONATION
a) Road closure approved. Confirmed Sunday 7th May 2023.
b) Request received from Village Hall committee for donation towards event:
Cllr Bradley declared an interest in this item. It was resolved to donate £200.
126 FINANCE
a) Accounts for payment:
It was resolved that the following accounts be paid:
Clerks salary & PAYE (Feb/March) £295.52
Caretakers salary & PAYE (Jan/Feb/March) £328.12
L. Croft – Internal Audit £ 30.00
LALC allotment training £ 27.60
LALC Annual Subs £ 76.35
Clerks expenses 1/4/22 – 31/3/23 £ 20.90

b) End of year balances
The Clerk outlined the balances of £11450.69, with £3085.91 ring fenced (551.50 elections; 1204.40 allotments; 430.34 Covid/emergency plan; 899.78 defib)
c) Audit AGAR forms
These had been circulated to members and the Clerk outlined the information in each form, and it was resolved that the Chairman sign:
(i) Exemption Certificate
(ii) Governance Statement
(iii) Accounting Statement
The Internal auditor’s comments were noted in that there was no issues to raise.
127 PROJECTOR – VILLAGE HALL
This was originally requested by a member of the public. The Village Hall Committee had discussed it and felt a projector would have some value for films or presentations but they had the offer of one to use if needed. To be deferred at present.
128 PLANNING
537/23 – Wildlife tower and information board – Beck Lane – no objections raised.
129 ANY OTHER MATTERS
Clerk to enquire from ELDC about removing the stands left when the recycle bins were removed at the Village Hall.
Stays to old pole still in situ.
Reminder of elections for District Councillor 4th May – and to take photo ID.
Cllr Bradley had not submitted his nomination forms and therefore would not be at the next meeting. Members would welcome new member Mr Faulkner-Smith at that Annual Council meeting.
130 DATE OF NEXT MEETING
To be 9th May 2023 – preceded by the Annual Parish Meeting at 7pm. Annual Council Meeting to be followed by meeting of Poor Land Trustees.
131 CLOSED SESSION – PUBLIC BODIES (Admission to Meetings) ACT 1960
It was resolved to move into Closed Session to discussion confidential matters relating to the Parish Council Inquiry and the members of the public were asked to leave the room
