MINUTES OF THE COUNCIL MEETING
HELD 10th January 2023

During the public session thanks were given for the installation of the chevrons on Gunby Road by LCC, comment was made on the tidiness of the allotments at present; the Village Hall was doing well with bookings and was to host another Lunch Club the following day with approx 20 bookings. Concern was raised as to whether a person not on the Register of Electors was able to speak during the public session, Clerk to obtain definitive answer for the next meeting. Concern was also raised at the notation in the November minutes relating to the concerns raised by residents of Misty Meadows.
86 APOLOGIES
Apologies and valid reasons for absence were received from Cllrs Cladingbowl and Bradley and these were accepted.
87 DECLARATIONS OF INTEREST
Cllrs Williams, Holiday and Hardcastle declared personal interests in items relating to the allotments.
88 MINUTES OF THE MEETING HELD 22nd NOVEMBER 2022
It was resolved that these be signed as a correct record of that meeting with agreement to amend the public session notation once definitive response on whether those not on the register of electors were permitted to speak during public session.
89 UPDATES
LCC looking into whether Mill Lane can be classified as unsuitable for HGVs.
Details of proposed planters send to LCC, initial reaction was favourable, clerk to complete form to permit structures on highway.
Clerk written to Electoral Commission requesting that Welton le Marsh remain in current constituency.
Charity Commission registrations/amendments for the allotment Poor Land Charity was progressing.
90 UPDATE ON MISTY MEADOWS
The Chairman suspended Standing Orders to permit a member of the public to speak during the Council meeting to update members on matters. He advised that an application had been submitted for discharge of condition relating to drainage; work had been ongoing at the site which is now down to 16 structures, he had done a Freedom of Information request to ELDC which showed several visits by the Enforcement Officer and outcomes. He also queried whether the original planning permission had been started within the required time to enact the permission and queried as to whether that permission was still valid.
The Chairman reinstated Standing Orders and it was agreed that the Parish Council contact ELDC to ask for a full history of the applications on the site, which had been started and which conditions had been discharged and when.
91 ALLOTMENTS
a) Update from Inquiry Team
Cllr Tong gave an update on meetings between allotment holders, Environmental Health Officers and Police. Planning Officer to close his file when reassured that tenants will ensure plots are maintained and that the structures thereon comply. Panel to meet with the complainant and Parish Council to look at drawing up revised tenancy agreements at the end of this inquiry.
b) Any Other Matters
it was noted the track to the allotments was getting churned up, it is hoped to have some road planings laid.
92 CORRESPONDENCE

Email re funding for Village Halls sent to caretaker
Lincs Wolds Guide – no alterations.
93 FOOTPATHS
Cllr Holiday updated members, footpath behind church to have slabs laid as risers with possibility of wood chips to help the surface – volunteers needed to help lay these. Stiles will be replaced behind Graves Farm with gates – owners asked if Council could supply “Keep Dogs on Leads” signs, it was agreed (Cllr Williams to see if he has any already).
94 NEIGHBOURHOOD PLAN
No update as yet, Cllr Williams offered to join group as well.
95 COLD WEATHER PLAN/EMERGENCY PLAN
Cllr Holiday advised he had been gritting paths where necessary during the recent cold spell. Cllr Holiday to contact Mr Tucker who initiated the Emergency Plan meetings to see about progress. Clerk to send information on existing plans to Cllr Holiday.
96 DONATION TO VILLAGE HALL FOR PROJECTOR
Cllr Williams had been asked if the Parish Council would consider donating towards a projector for the Village Hall, this needs to be discussed in the first instance by the Village Hall Committee.
97 FINANCE
a) Accounts for Payment
It was resolved that the following be paid:
Clerks salary & PAYE (Dec/Jan) £283.22
Caretakers salary & PAYE (oct/Nov/Dec) £328.11
b) Budget/Precept
After discussion and assessing the proposed budget for 23/24 year it was resolved that the precept would remain as previous year at £4508.00.
98 PLANNING
2373/22 – Graves Farm – Alterations to outbuilding to form an annex – No objections
131/22 - Welton Quarry – Retention of fencing – No objections
2504/22 – Boothby Cottage adj – Erection of house and garage – No objections.
Decision – 1908/22 – rookery Farm – Extension and relocation of menage: Conditionally approved (to be in accordance with plans, no external lighting to menage and menage to be private use only).
99 ANY OTHER MATTERS

Cllr Holiday had received “Landscape Review” for the AONB, potential to be re-named Lincs Wolds National Landscape – Next agenda
