MINUTES OF THE MEETING

WELTON LE MARSH PARISH COUNCIL

 

21st July 2020

 

Present:  Cllrs Bradley (Chairman); Attkins; Williams

Mrs J. Cooper Parish Clerk

 

1.         APOLOGIES

            Apologies with valid reasons were received from Cllrs Tucker, Broughton and Holiday and these were accepted.

2.         DECLARATIONS OF INTEREST

            There were none

3.         NOTES OF THE MEETING HELD 18TH FEBRUARY 2020

            It was resolved that these be signed by the Chairman as a correct record.

4.         UPDATE ON MATTERS SINCE LAST MEETING

            The Council noted actions and resolved to ratify payments made by BACS since the last meeting.  Actions and payments were:

            Village Hall

Request for contribution towards redecorating received – prices obtained:

£1260

£1650

£800

Suggest asking village hall committee to confirm if these quotes are all like for like and still relevant and consider what contribution the council can make towards the costs at the next meeting (September 2020).  It was resolved that the Clerk write to the Village Hall committee to ask if the quotes are still valid and for like for like.

Caretaker for Village Hall has been furloughed from 1st April to 30th June, with the Government reimbursing the Council 80% of her wages.  She requested a further furlough for the month of July, and this is in progress – with HMRC system only permitting furlough requests per fortnight. 

The upshot of this is:

The Council will invoice the Village Hall committee for Janes salary during 2020 whilst NOT on furlough (i.e. Jan/Feb/March; August/September etc., with July being dependant on reimbursement of  80%. )

The anomaly of the Parish Council administering the caretakers PAYE as employers was raised, with the question of who actually employs her and who deals with contract and contractual matters was raised, for discussion at the next full council meeting.

 

Covid – 19

Cllr Tucker has kept the Council informed on the work of the Emergency/community team during the crisis.

Allotments

Rents have been paid, apart from :

Plot 18 (tenant relinquished plot – now available to re-let)

Plot 26 – occupiers not been to allotments since lockdown.

A full discussion on the allotments and any ideas/thoughts on cultivation or not during the lockdown to be on the agenda for the meeting following this first meeting.

 

Speed Indicator

This has not been in situ for the period of lockdown, however it is anticipated that normal installation can be resumed.

The pole for the additional siting has been erected – Parish Council to pay £200 towards costs.
