MINUTES OF THE MEETING

WELTON LE MARSH PARISH COUNCIL

 

22nd SEPTEMBER 2020

 

Present:  Cllrs Bradley (Chairman); Attkins; Williams; Tucker; Holiday

Members of the Council, visitors and member of the public adhered to Covid-19 restrictions, sanitised hands, sat distanced, completed track and trace record and wore face coverings whilst in the building.

 

During the public session, Mrs Sheldon advised that she had spoken to allotment holder who had provided a gate and locks to the allotments to ascertain if any reimbursement was required, he declined but the Council offered their thanks to him for the work. 

Drains and gullies throughout the village were silted up and needed clearing.

Cllr Eyre gave a brief update on ELDC matters, move to Horncastle still going ahead, possible part office staff part working from home.

 

8          APOLOGIES

            No formal apologies had been received from Cllr Broughton.  The Clerk confirmed the 6 month ruling, but the council had accepted his apologies in the past.  The ruling was that the Council did not accept apologies for a period of 6 months (regardless of the number of meetings) then the               member ceased to be a councillor. 

9          DECLARATIONS OF INTEREST

            Cllr Holiday and Cllr Williams declared a personal interest in the agenda item relating to allotments as they both currently held an allotment.

10        MINUTES OF THE MEETING HELD 21st JULY 2020

           It was resolved that the Chairman sign the minutes as a correct record.

11        UPDATES

           The Clerk asked if a new backing plate was required for the new pole, Cllr Bradley would ask Cllr Broughton if another plate was needed.

12        ACCOUNTS FOR PAYMEN

It was resolved that the following accounts be paid by BACS

            Clerks Salary & PAYE (August/September)                                         £272.32

            Caretakers Salary & PAYE (July/Aug/Sept)                                          £306.24

            Welton Garden Services (July & August)                                            £72.00

13        ALLOTMENTS

            The Clerk had done a report to attach to the agenda, following discussion on that report the following matters were resolved:

            a)  To postpone contacting tenants of uncultivated plots for two/three months, and contact before spring to ascertain if they intended to cultivate.

            b)  Plot 18 – Mrs Sheldon confirmed a new tenant, to send details to the Clerk for the Contract and file.

            c)  Not to consider any reduction in rent for the missed cultivation year 2020.

            d)  To ask Charity Commission to consider a change in the wording of the beneficiaries of the allotment funds.

            e)  Discussion on whether to allow increase on size of sheds allowed to allow for greater rain water harvest, it was resolved not to permit a larger shed other than by consent.

            Allotments

            Asset List

            Financial Regulations – to be amended to allow for payment by BACS

            Assets – Cllrs to check if the seats/benches are in a safe condition.

 

15        VILLAGE HALL GRANT

            The village hall committee had asked the Parish Council for grant towards the cost of redecoration of the Hall, three quotes had been received and forwarded.  It was resolved that a grant of £400 be made, subject to a timescale and for that purpose only.

 

16        ANY OTHER MATTERS

            Cllr Bradley will contact Cllr Broughton to ask for an update on his remaining on the council.

            Cllr Eyre was thanked for his grant towards the Covid-19 work done by the Emergency Resilience Group.

17        NEXT MEETING

            3rd November 2020

 

18        CLOSED SESSION

            It was resolved that the Council move into Closed Session to discuss a personnel matter, and request members of the public to leave.
