MINUTES OF THE MEETING
WELTON LE MARSH PARISH COUNCIL
3rd NOVEMBER 2020

Members of the Council, visitors and member of the public adhered to Covid-19 restrictions, sanitised hands, sat distanced, completed track and trace record and wore face coverings whilst in the building.
During the public session the Parish Council was thanked for their offer of taking over caretaker post, Covid had impacted heavily on the use of the Village Hall and it would need hard work to get people back to using it. Decorators were due in on the following Tuesday.
20 APOLOGIES
Apologies were received from Cllr Eyre (ELDC). The Clerk confirmed having e mailed Cllr Broughton regarding the six month ruling and had not heard anything back. It was agreed to write.
21 DECLARATIONS OF INTEREST
There were none

It was resolved that the Chairman sign these as a correct record.
23 UPDATE FROM THOSE MINUTES
Confidential item – contract been sent
Backing Pole – Cllr Bradley had not been able to contact Cllr Broughton but it was agreed another backing pole would be required.
The Clerk advised on the six month ruling for apologies/non attendance.
The Clerk had written to the Charity Commission asking for the monies raised from the allotments to be used for the benefit of the village as a whole including donating to the Village Hall; reply to be sent “within 60 days of receiving request”.
24 FINANCE
a) It was resolved that the following accounts for payment be paid by BACS:
Clerks Salary & PAYE (October/November) £266.94
Welton Garden Services (October) £ 30.00
Welton Village Hall grant (minute 15) £400.00
25 EMERGENCY RESILIENCE GROUP
Cllr Tucker had little news on the County Wide actions and it is unclear as to the role of the Group in terms of Covid responses/track and trace issues. The Group infrastructure was still in place to assist anyone during the second lockdown. Cllr Tucker agreed to look into a “Neighbourhood Watch” scheme.
The Clerk confirmed that from the £1000.00 grant money received from ELDC/LCC £457.23 remained.
Members agreed to thank Cllr Tucker formally for the work he had done in this regard.
26 NEWSLETTER
Cllr Tucker felt there was little value in producing a general newsletter, but would be continuing with Covid based information fliers. Agreed to defer until spring.
27 AMENDED FINANCIAL REGULATIONS
It was noted these had been amended to include for payments by BACS
28 BUDGET
The Clerk had circulated a draft budget for consideration and it was agreed:
a) that the Clerks salary be increased by 3% or the same as Willoughby PC
b) The precept request remain at £4508
29 ANY OTHER MATTERS/NEXT AGENDA
Quarry planning – no comments
It was understood that some drainage works had been undertaken by the owner of the field on Gunby Road which flooded the road and into the village in heavy rain earlier. It is hoped this work will alleviate any flooding danger.

It was agreed (Regulations permitting) that the next meeting be held on January 19th 2021
