MINUTES OF THE ORDINARY COUNCIL MEETING

HELD 13th June 2023

 

Present;  Cllrs Williams, Hardcastle, Cladingbowl, Faulkner-Smith, Crome, Holiday and Tong.

During the public session it was reported that the insurance company had requested much more information than normal for this year’s quote.  Query raised as to whether cover over bike rack was asbestos.

Street party - £172.91 contribution to the Village Hall funds.

13           APOLOGIES

                Cllr Eyre (ELDC) sent his apologies

14           DECLARATIONS OF INTEREST

                Cllr Holiday declared personal interest in agenda item 9 as an allotment holder.

15           MINUTES OF THE MEETING HELD 9TH MAY 2023

                It was resolved that the chairman sign these as a correct record.

16           UPDATES

                Minute 9 – Asset List amended to remove picnic tables and amend location of benches to “within the village”.

17           FINANCE

                a)            Accounts for payment

                It was resolved that the following accounts be paid:

                Clerks salary & PAYE (June)                                         £153.91

                Caretakers salary & PAYE (Ap/May/Jun)                 £349.50

                Grounds (ap/May)                                                          £  72.00

                b)            Additional cheque signatories

                It was resolved that Cllrs Williams and Hardcastle be additional cheque signatories.

18           CIVILITY PLEDGE

                Following on from Minute 9 meeting 9th May, the Chairman formally signed the Civility & Respect Pledge.  Redacted document to be uploaded to website, copies to be posted on notice board.

19           GRASS CUTTING

                Cllr Holiday thanked Cllr Faulkner-Smith for arranging for a cut to be done to areas in the village as the Contractor had not yet done them.  Clerk to check contract covers these areas, and to ask contractor to leave wildflower areas until after flowered.

20           FREQUENCY OF MEETINGS

                After discussion it was resolved that the Council continue with its present frequency of meetings, being 6 weeks where possible. 

21           NOTICE BOARD ALLOTMENT

                After discussion it was resolved that the Parish Council give consent for a notice board to be erected at the entrance to the allotments, board to contain copy of Allotment Rules and any notices relevant to the allotments.

22           NEIGHBOURHOOD PLAN

                After discussion it was resolved that the Clerk contact Cllr Davie to ask for his availability to come to a public meeting (date to be confirmed) to advise on the benefits and de-benefits, the work involved and the timescale of a properly formulated and approved Neighbourhood Plan and that the Council, at that meeting, gauge the willingness of the residents to move forward or not.  It was stressed that a Neighbourhood Plan should be community led and it would need members of the public to put themselves forward to join the group.

 

23           PLANNING

                There were no applications/decisions

24           ANY OTHER MATTERS

                Cllr Hardcastle reported that the batteries in the Speed Device are coming to the end of their useful life and would need replacement.  Clerk to advice Willoughby PC of this and arrange for purchase of new batteries.

                Cllr Holiday felt that the Council should purchase a warning sign that work was being undertaken next to the road, to protect volunteers when tidying up the village.  Clrl Faulkner-Smith offered to look to see if he had one from his yard.

                Cllr Holiday had approached the Village Hall Committee to see if they would be interested in a Clothing Bank outside the Hall to raise funds.  It would need approval from the Parish Council if agreed.

                Drain on Main Road/Gunby Road (opposite Village Hall) was broken – clerk to report.

                Concern raised at loose dogs on allotments which appeared not to belong to allotment holders.

                Clrl Williams reported that there had recently been two burglaries in the village.  It was suggested that the Crime Prevention Team be invited to a future meeting to give advice.

                Due to availability of members, the next meeting will be held on 1st AUGUST 2023

26           CLOSED SESSION

                It was resolved that the Council move into Closed Session to discuss the next item and members of the public were asked to leave the room.
