Minutes of the ordinary meeting held 26th August 2025

During the public session Cllr Eyre gave a brief outline of the proposed reorganisation of Lincolnshire Councils.
29 APOLOGIES
Apologies and valid reasons for absence were received from Cllrs J. Faulkner-Smith, S. Faulkner-Smith and J. Hardcastle and these were accepted.
30 DECLARTIONS OF INTEREST
Cllr Holiday declared a personal interest in agenda item 8 (allotments)
31 MINUTES OF THE MEETING HELD 8th JULY 2025
It was resolved that the Chairman sign these as a correct record of that meeting.
32 UPDATES FROM THAT MEETING
There were none.
33 CORRESPONDENCE
The Clerk had received an email regarding extra funding opportunities through the UKSPF Grassroots scheme. It was agreed that the Village Hall should apply for a small grant towards their warm front scheme and plans to provide a Christmas lunch. Discussion on whether the new oil tank could qualify, however it was felt that as this had commenced it was unlikely. Cllr Tong agreed to liaise with Village Hall Committee to make application within the tight timeframe.
34 VILLAGE HALL
a) Oil Tank
Work had commenced to replace the oil tank, concrete base laid and tank to be fitted 29th August, refilled, tested and commissioned.
The Village Hall insurance company has sent email asking various questions relating to the installation, and the Clerk and Cllr Holiday would deal with it before the Clerk responded on behalf of the Village Hall Committee.
b) Lease
Awaiting response from trustees.
35 ALLOTMENTS AND CHARITY COMMISSION
Clerk had circulated response from Charity Commission which stated that the Trustees needed to put forward suggested wording, to amend the aims of the charity to provide for the poor, for their approval. After discussion it was agreed to request legal advice from LALC on the proposed wording to reflect the use of the allotment land and the income derived from it.
36 GENERAL ALLOTMENT MATTERS
Cllr Holiday advised that the vacant plots were looking untidy. It was agreed to see if there were any volunteers who might like to assist in clearing, if not then to approach the Council’s contractor.
37 MOVING TO .GOV EMAIL
The Clerk outlined the recommendations from the Auditors that Councils and Councillors should not use personal emails or gmail accounts. It was agreed in the instance to take up the offer from Parishes on line to take one free .gov email for the Clerk to use as the public email address for the council.
38 FINANCE
It was resolved that the following accounts be paid:
Clerks salary & PAYE (August) £175.11
R. Aldrich (grass) £158.00
Confirmation and ratify 50% deposit paid for oil tank replacement:
Chambers £1626.00
39 PLANNING
1211/25 – remove agricultural condition Woodview Nursery – no objections.
40 ANY OTHER MATTERS
Issue with dog fouling – Chairman had some spare notices requesting people clean up after their dogs and these would be installed in the worst affected area.

41 DATES OF NEXT MEETINGS
The next three were agreed as:
7th October
11th November
23rd December (short meeting primarily to set budget)
Provisionally to look at 3rd February.
